it refers to "Marisa and Alice's cookie kiss" which is a drama video thing which revolves around Touhou characters.
Nobie is referring to /jp/ on Warosu. its really just a big meme and people like to mock/be fans of the video/series. there's a lot of information, but that's the basics I suppose.

it is a long story, back in 2000s, 多田野 数人(Tadano Kazuhito) , a Japanese baseball player, was found that had been involved in a gay porn, Babylon Stage 34 真夏の夜の淫夢(literally A Midsummer Night's Lewd Dream)∼IMP∼. He acted as one of the protagonist because he needed money in his college days. This should be a common scandal…but the porn itself was…so hilarious. With bad writing, worse acting, this 4-part porn becomes a meme. It was called 淫夢(pronounced as inmu), cookie is a offspring of it.
In around 2010, someone called 蓮奈理緒 (hazunario) cooperated with other 42 people and made a TouHou doujin voice drama, 魔理沙とアリスのクッキーKiss (Marisa and Alice's cookie kiss). About the voice drama, its plot is kinda boring (though acceptable) and the writing is disastrous (hazunario's yuri fetshi and bad humor exist everywhere), there were about 25 illustrators contributed in it and like every 5 second the style of graphic would change (though there were good works, most of them were very…you can go see it yourself). All the voice actresses are not professional, and because the cost of renting a recording studio was not cheap, they needed to finish the recording as soon as possible, plus those absurd lines, the final product…is easy to imagine.
After the video was uploaded to niconico, inmu community found that it was actually…kinda similar to inmu porns…especially how the VAs read their lines… then the video is filled with inmu people. HZN tried to defend the video, he lost the battle surely, he was revealed to be involed in sexual harassment, the voice drama was one of his tools, some of those VAs were his victims. HZN vanished from the internet, left those VAs, illustrators and the whole touhou community to inmu people.
People in inmu community are kinda… hard to describe. Just take it as a little dark side of japanese internet. Trolls, doxers, cyberstalkers, hackers exist there, though not massively, there are still lots of them. There are genius and fools, artists and clowns. It is a place without any ruler. There was only pure joy…even though the joy would eventually hurt someone.
The voice drama was not a part of touhou anymore, that's how touhou community regards it, in order to prevent touhou being invaded by inmu. It became cookie☆( that's how hzn called it during the invasion), a new meme.
After the cookie incident, those VAs became new toys of the newly born cookie community……the story is too long……might tell you more tomorrow…if you want to know…i am not a native english speaker…if some of the sentences appear to be un-understandable, it should be my fault.
