"open directories" is a term for any folder/directory on a machine which is indexed and served to the public by a webserver.

this is an open directory:

Index of /public/

usually, this behaviour is unintended, and could be the result of a misconfigured web server, because it often exposes private information. when done intentionally its just an easy way to let people download shit.
