Its some pile of shit I just found while I was trying to find the original torrent hash for the September 2020 Microsoft leak. This site has it at http://218.94.103.156:8090/download/developer/xpsource/

Apart from that its just a big pile of random software that you should download from elsewhere if you actually want to use it.

Interesting, the author leaves his IM number in readme. And I googled and found some tech articles that mention him.
