Had to bash my head against the PSP patch for a whole night to realize that a separate HD/PS3 patch existed at one point
This version of the patch is meant for the PS3/HD version of Monster Hunter Portable 3rd (to be used on a real PS3 or PPSSPP)
It works with the real PS3 version (ISO structured like a PS3 game) AND the more common UMD-ified version (structured like a PSP UMD)
You NEED to select "Touched/Patched" in the patcher for the patching process to begin or you'll get an error.
DO NOT use it on the non-HD PSP version, if you want that one grab it here https://www.romhacking.net/translations/2043/
To add the optional translated DLC quests copy the included folder to your PSP > SAVEDATA folder
